In a pivotal move towards bolstering public safety initiatives, Harris County Commissioners have given the green light to a series of proposals aimed at fortifying the Holistic Assistance Response Team (HART) program. This landmark decision, spearheaded by Commissioner Lesley Briones and Commissioner Rodney Ellis, underscores the county's commitment to sustaining and expanding this vital service.

The HART program, inaugurated in March 2022, serves as a beacon of innovation in crisis response by alleviating the strain on law enforcement resources. By dispatching trained behavioral health professionals and medical responders to non-violent 911 calls, HART effectively redirects individuals towards essential community services, thereby empowering law enforcement to concentrate on combating violent crime.

Commissioner Briones expressed unwavering support for HART, emphasizing its indispensable role in augmenting public safety. "Police play a critical role in public safety but they can’t do it alone," she remarked. "That’s why I was committed to fully funding public safety when I took office, including expanding the HART program into District IV."

Central to the Commissioners Court's decision is the resolution of allegations surrounding the current program vendor, DEMA Consulting and Management. The approved plan encompasses a series of actionable steps aimed at enhancing oversight and ensuring program integrity. Notable measures include a request for contract amendments, the issuance of a Request for Proposal for service providers, and the development of an in-house plan for HART administration.

Furthermore, the Commissioners have mandated enhanced reporting protocols for HART, including plans for expansion to additional districts and the provision of 24/7 services. A comprehensive analysis of 911 calls for service within Harris County Sheriff’s Office districts will be conducted, facilitated by the Office of County Administration's Research and Analysis Division.

In a proactive move, the Commissioners have also called for the application of a technical assistance grant to further bolster program efficacy. The Office of County Administration is tasked with project management duties to ensure the seamless execution of these directives.
