In a state known for its vast landscapes, diverse climate, and unpredictable weather patterns, securing a resilient power grid is not just a necessity—it's a mission. The Public Utility Commission of Texas (PUCT) recently took a landmark step by approving the first utility “Resiliency Plan,” aimed at fortifying Texas’s electric infrastructure against natural disasters and other significant threats. This is a decisive move forward in ensuring that, no matter what Mother Nature throws our way, Texans can count on reliable electricity.

Approved under the framework of House Bill 2555, signed into law by Governor Greg Abbott in 2023, this plan allows electric utilities across Texas to submit tailored strategies to protect and strengthen their infrastructure. The resilience plans must address a range of potential threats, including severe weather events, wildfires, and even cyberattacks—threats that have increasingly loomed over the Lone Star State’s power grid.

The first utility out of the gate with an approved plan is Oncor Electric, serving east, west, and north-central Texas. Oncor’s resiliency roadmap covers a gamut of essential upgrades and innovations designed to withstand Texas-sized challenges. PUCT Chairman Thomas Gleeson voiced the commission’s support, saying, “The size and geographic diversity of Texas is unmatched in its beauty and complexity. But with that beauty comes a host of extreme weather threats. This resiliency plan is a crucial step to prepare our infrastructure to withstand and quickly recover from any event, because reliable electricity is essential to the health and safety of all Texans.”

What’s in Oncor’s Resiliency Plan?

Oncor’s approved plan is a blueprint for comprehensive infrastructure enhancement, covering both physical and digital realms:

Wildfire Mitigation: With increasing wildfire risks, particularly in dry, hot months, Oncor is set to implement measures aimed at reducing wildfire vulnerabilities along its power lines and equipment.

Overhead and Underground Distribution Strengthening: By reinforcing both overhead and underground lines, Oncor aims to make its grid more robust against high winds, floods, and other natural forces.

Lightning Protection: Texas storms are no joke, and Oncor’s plan includes bolstering defenses against lightning strikes that could otherwise cause widespread outages.

Vegetation Management Expansion: Trees and power lines don’t mix well in storms, so a significant part of the plan includes proactive vegetation management to reduce the risk of fallen branches and debris impacting the grid.

Physical and Cybersecurity Enhancements: With critical infrastructure increasingly targeted, Oncor will enhance security at key facilities and upgrade its digital defenses against cyber threats.

Who’s Next in Line?

The PUCT’s approval of Oncor’s resiliency plan is just the beginning. Once approved, these plans will also unlock the ability for utilities to recover associated costs, as provided for in House Bill 2555. This means that while these upgrades come with a price tag, utilities can incorporate costs into future rates, which will be passed on to customers over time.

The PUCT’s oversight doesn’t end with plan approval. Every utility with a Commission-approved resiliency plan will be required to file an annual report detailing their progress. This accountability measure, starting the year after each plan’s approval, ensures that utilities remain committed to their resilience goals.
