Harris County Invests $6.7 Million in Apprenticeship Advantage Program
Funding aims to expand workforce development opportunities for underrepresented communities

Harris County is reinforcing its commitment to workforce development with a $6.7 million investment from the American Rescue Plan Act (ARPA) to expand its nationally recognized Apprenticeship Advantage program. Approved by Commissioners Court, this funding builds on an initial $10.9 million grant launched in February 2023, aimed at enhancing U.S. Department of Labor Registered Apprenticeship Programs across various sectors in the county.
The new investment will broaden the program's reach, adding over 300 training slots and increasing participation across more industries. “We are expanding opportunities for well-paid jobs and a more resilient local economy,” said Commissioner Lesley Briones, highlighting partnerships with the Gulf Coast AFL-CIO and NPower to create pathways for local workers.
The program focuses on providing access to apprenticeship opportunities for historically underrepresented groups, including women, people of color, and veterans. Since its inception, it has already changed the lives of 690 individuals, with nearly 90% securing full-time employment and an average starting salary of $80,000. The recent funding aims to serve 1,200 individuals by 2026.
On October 29, the Commissioners Court allocated $3.7 million to the Gulf Coast AFL-CIO and $3 million to NPower, extending their contracts through 2026. “We’re breaking the cycle of poverty in Harris County and training the workforce we need to grow and thrive,” said Executive Director Hany Khalil of Gulf Coast AFL-CIO. The program's impact was recognized by the White House in its 2023 report, “Playbook: Workforce Investments That Work.”
