In a landmark move to elevate staff wellness and spiritual support, the Texas Department of Criminal Justice (TDCJ) has officially named Chaplain Billy Holmes as its first-ever Staff Chaplain, effective July 1, 2025. This trailblazing role is part of TDCJโs Vision 2030 initiative, aimed at enhancing employee wellness through the eight dimensions of well-being outlined by SAMHSA โ with spiritual health now front and center.
A respected leader with over 40 years in public service and 30+ years in pastoral ministry, Chaplain Holmes is no stranger to the TDCJ family. From starting as a correctional officer in 1985 to his most recent post as Unit Chaplain at the Goree Unit, heโs been a steady source of faith, resilience, and compassion for those behind the walls and beyond them.
Now, heโs expanding that mission to support all agency employees and their familiesโoffering pastoral care, officiating weddings, conducting memorials, leading wellness workshops, and providing spiritual guidance during times of crisis, from hurricanes to health battles.
