I fell in love with the sport of football as a young boy (four years old). My father bought me a football uniform for Christmas. Of course, it was a Los Angeles Rams uniform. We would attend most of the Rams home games with my cousins and uncles. It was truly a family tradition. By the time I entered high school my body was muscular and coordinated.

On the 19th of June 1865, Union General Gordon Granger arrived in Galveston and made a declaration of freedom ending the bondage of approximately 250,000 enslaved men, women and children in Texas. Since that time, Juneteenth has been celebrated and remembered by picnics, parades, family reunions, pageants, barbecues and games. The Brazos Valley has a rich history in celebrating Juneteenth, including the Juneteenth parade in Brenham, TX, which began in the early 1870s and continues to this day.

On behalf of the National Black Chamber of Commerce, I am writing to request help from you and the Financial Services Committee with the Protecting Consumers from Debt Traps and Unreasonable Rates Act, the Military Veteran and Vulnerable Consumer Usury Protection Act of 2019, and any related legislation, to make sure that potential negative impacts on the African American community and especially on African American entrepreneurs are identified and mitigated well before the legislation is considered. For several reasons, we are especially concerned about the idea of imposing a 36% usury rate cap.
