Even without a public school system, we had the highest literacy in the world in the 19th century. We were among the first to provide public school to the young through the 12th grade. We were the first to open the doors of colleges and universities – significantly through the GI Bill after World War II – to children from all levels of income.

Mayor Sylvester Turner administered the oath of office to 20 high school students appointed to the Mayor’s Youth Council at an inauguration ceremony held on September 28 in the City Hall council chambers. In attendance were students’ family members, City officials, and staff. Established in 1998, the MYC provides youth the opportunity to learn about city government, share issues of concern with city officials, and gain civic leadership skills through community service activities. The council is modeled after the elected City Council, with members representing all single-member and at-large districts.
