A Harris County Prosecutor announced his run for Place 5 on Texas’ Court of Criminal Appeals this week.

Clint Morgan, 40, filed in Austin this week for Place 5 on Texas’ Court of Criminal Appeals – a seat now occupied by incumbent Scott Walker, 68. The two Republicans will face each other in the March 1, 2022 Primary, with Election Day on November 8, 2022.

“Texas is in a crisis of crime. When our highest court runs efficiently, it trickles down to every level of the criminal justice system making it easier to prosecute the guilty and free the innocent,” Morgan said.

Texas employs two equal high courts, the Texas Supreme Court, which hears civil appeals, and the Texas Court of Criminal Appeals, which hears criminal appeals.

Morgan is Board Certified in Criminal Appellate Law by the Texas Board of Legal Specialization, a designation held by less than 140 lawyers. He has been lead counsel for nearly 300 appeals, played significant roles in some of the state’s most high-profile cases and written more briefs than any prosecutor in Harris County, Texas’ most populous county, over the last decade.

Morgan has had more cases—and wins—in Texas’ Court of Criminal Appeals than nearly all prosecutors in the state.

“I take great pride in treating every case without preconceived notions and without imposing my personal policy preferences on them,” Morgan said. “I do that as a prosecutor and I will continue that approach as judge.”

Since 2016, Morgan has been a regular columnist of the Texas District and County Attorneys Association journal, The Prosecutor, giving readers historical context to important opinions and predicting future impacts of those cases.

“My goal is to describe the law as simply and succinctly as possible while bringing it to life for Texans,” Morgan said.

Morgan and his wife Dorothy, reside in Sugar Land, Texas with their four children. As fate would have it, their fourth child was born just moments ago, on the same day he announced his candidacy. Mother and baby are both doing well.
