Construction Advisory: Morningside Place Drainage Improvements Project

In an effort to keep you informed about the Harris County Flood Control District’s continuing improvements in the Clear Creek watershed, we want to notify you of an upcoming construction project in your area.
The Flood Control District, in partnership with the Harris County Water Control and Improvement District Number 89, will begin construction on the Morningside Place Drainage Improvements Project soon. This project aims to improve local drainage issues and reduce the risk of flooding in the Morningside Place subdivision, which is located south of the Sam Houston Tollway and north of Fellows Road.
The Morningside Place Drainage Improvements Project, which will be completed in two phases, will construct new outfalls, make improvements to the storm sewers, relocate the flap gate within Tributary A135-01-00, and lower the water surface elevation of the subdivision stormwater detention basins.
Phase 1, shown in purple on the map above, will begin in August 2023. Phase 2, shown in orange, will begin after Phase 1 and the necessary acquisition of right-of-way and easements are complete. The entire project is anticipated to be finished in spring 2024.
Please note the contractor will use heavy construction equipment such as dump trucks, excavators and bulldozers. Motorists are urged to be alert to truck traffic when passing near construction access points and along truck routes.
