Houston mourns the loss of a formidable figure who dedicated his life to community service and progress. Laurence J. "Larry" Payne, remembered by many as a civic leader, educator, and a bridge-builder, sadly passed away, leaving a legacy that will inspire generations.

Mayor Sylvester Turner, deeply moved by the loss, paid homage to his friend and collaborator of 30 years. "Larry Payne was an embodiment of leadership and compassion. He guided us through complex initiatives and was instrumental in conflict resolution, especially noted during the challenging times following the murder of George Floyd," Mayor Turner reflected. He lauded Payne's tenacity in chairing the Mayor's Taskforce on Police Reforms, which led to the implementation of 104 broadly accepted reforms, amidst his battle with cancer.
