Eligible Harris County voters can now submit applications for the Annual Ballot by Mail for all 2026 elections. Voters who are 65 years of age or older, or who have a disability, may request ballots for the entire year with a single application starting January 1.

The Annual Ballot by Mail allows voters to receive mail-in ballots for all elections within their jurisdiction in 2026, including primary elections if a political party is selected, general elections in November, and any resulting runoffs. Voters also have the option to receive ballots only for specific elections. Each election has its own deadline for submitting a Ballot by Mail application.

Voters must mark “annual” on their application to receive ballots for all 2026 elections. Applications can be downloaded, completed, and returned to the Harris County Clerk’s Office through HarrisVotes.com.

Annual Ballot by Mail applications expire on December 31, 2026, unless canceled by the voter, canceled due to a change in voter registration, or the voter registers in a new county. Voters must request an application every year, as applications are not automatically mailed.
